In-line with wider mandate to play instrumental and nodal role in infrastructure development of Nepal, NIFRA has been continuously trying to on-board the innovations of infrastructure financing like Structuring innovative Onshore/Offshore sourcing instruments (Bonds/Debentures/Funds) and Structuring PPP financing (VGF/HAM/Asset Securitization), managing complete life cycle of the infrastructure projects (from ideation, inception, financial closure, contract & procurement management, contract awarding and operations/maintenance). To supplement the mission, NIFRA has established “NIFRA Excellence Center”, an engagement Model to empanel and engage consultants, domain experts, knowledge partners, specialized institutions (domestic/international) of following four types:
- Strategic Advisors/Consultants
The engagement shall be in interim basis (man-days) for strategic direction, modeling business/pipeline and policy advocacy. The method of engagement shall be mainly on Quality Based Selection (QBS) basis while on-boarding these consultants/experts.
- Business Advisors/Consultants
The engagement shall be in output/success basis with minimum retainer & success fee for transaction structuring/modeling, Technical/financial/Legal Advisory etc. mainly for translating strategy into annual goals. The method of engagement shall be mainly on Quality and Cost Based Selection (QCBS) basis while on-boarding these consultants/experts.
- Transaction/Operation Teams
The engagement shall be for service outsourcing with monthly retainership/total contract approach for delivery of one or few components of the transaction. The pipeline creation, feasibility/detailed design /due diligence report preparation, project monitoring, techno-economic viability study, market sounding, product under-writing, managing debt issue, credit and institutional rating, financial projections, marketing, etc. are areas of engagement for transaction/operation teams. The method of engagement shall be majorly on Eligibility based Cost Based Selection (CBS) basis while on-boarding these consultants/experts.
- Specialized institutions
The engagement of specialized firms/companies shall be for strategic infrastructure majorly being developed under PPP model. The infrastructure like: DAM/Smart City/Airport need specialized consulting services from world renowned companies/firms. The method of engagement shall be majorly on Quality Based Selection (QBS).
